<br />I have with me here Dick Grozier who is <br />responsible for putting together a manual <br />that describes the latest techniques for <br />making measurements and for compiling and <br />analyzing them. He has worked with the <br />State Engineer's office in instructing the <br />hydrographers in the use of these techniques <br />and we expect that it will improve both the <br />efficiency and the accuracy of this particu- <br />lar data collection program. <br /> <br />I <br /> <br />Considerable progress has been made on <br />our studies of water-management practices in <br />the Arkansas, South Platte, and San Luis <br />Valleys. The information developed by the <br />Water Board's staff, by the State Engineer's <br />office, and the consultants working under <br />contracts sponsored by Senate Bill No. 407 <br />is being incorporated in the Survey's studies. <br />We needed this information to plug into our <br />computer programs and into our models. Right <br />now we have a man here from our Washington <br />office who is a specialist in certain kinds <br />of sophisticated programs and by mid~January <br />we hope to have an opportunity to publicly <br />review the results of this effort. <br /> <br />I want to mention that the State Engi- <br />neer's office, with Ralph Owens and Bill <br />Smith, helped us get a study under way to <br />expand our work and understanding of the <br />water system out in the High Plains. The <br />purpose of this study is to provide water <br />managers and planners with tools and in- <br />formation that will permit wise management <br />of the resource. You are probably aware of <br />the intensive development that is under way <br />in this area. <br /> <br />Some of our other District activities I <br />include preparation of material and testimony <br />for the hearings sponsored by the State <br />Water Pollution Control Commission. We pre- <br />sented testimony and some data to this group <br />so they then could provide judgment to the <br />
