Our team of water resources engineers and survey statisticians will work closely together to
interpret and synthesize the results to provide meaningful comparisons among the responses.

Through the process of framing the results of the survey, we will:

o Review historic drought cycles in Colorado

o Identify and summarize Western United States drought planning, especially in those
states with more progressive drought planning practices such as Arizona and
California

o Review and summarize drought history in Colorado using tree-ring analyses and
other techniques presented by the Colorado Climate Center, including a discussion
of the past 300 years, of wet and dry periods.

The results of the survey and related research conducted for this study will be documented in
the study report. Included will be an overall assessment of the state of drought preparedness,
within each major Water Division. The effectiveness of pa$t drought planning will be a$si:$$ed,
and the re$erve capacities available will be summarized.

The Bouvette Consulting Team will prepare a draft of the report for review and comment by
CWCB and the Advisory Committee. We will also put together a presentation su:m.marizing the
report and our recommendations regarding the appropriate path forward for CWCB based on
the responses received, the general state of drought preparedness, and, the various statutory
