<br />- <br /> <br />~' <br /> <br />el <br /> <br />Section 1 <br />Project TeamMinimum Qualifications (RFP Section 4.3) <br /> <br />The prought Planning Survey/Carry-over Storage Assessment Project is different from any <br />previous request for services that the Colorado Division of Natural Resources (DNR) and <br />the Colorado Water Conservation Board (CWCB) have advertised for various - and excellent- <br />reasons. The State's growth patterns and projections, and the effect of these growth patterns on <br />sustainable water supply; are among the foremost concerns of the State's water users and <br />providers, as indicated through CWCB's outreach efforts of the last -18 months. In addition, <br />CWCB has been striving to improve its ability to provide much needed support to the water <br />community in terms of project identification, evaluation and financing, through better, and <br />more focUsed, marketing and outreach efforts. <br /> <br />The Drought Planning Survey/Carry-over Storage Assessment Project (DPSCSA) promises to <br />aid the State, DNR, CWCB and the State's various water interests in not only identifying" areas <br />of concern", which may include areas where water supplies were not adequate to meet <br />demands and/or limitations in water storage <br />facilities treated sustainable water supply, but in <br />developing a mechanism for promoting improved <br />outreach and communications between the State <br />and local governments, water users, and water <br />providers. ,The improvement of communications <br />between the State and local governments was <br />perhaps the number one concern heard by ewCB <br />during its basin planning meetings. ' <br /> <br />Mr. Bouvette leads a Team that is <br />configured of consummate <br />professionals practicing in marketing <br />research, public relations, and <br />marketing communications. <br /> <br />In addition, the Bouvette Consulting <br />Team includes highly qualified <br />personnel skilled in the history and <br />science of Colorado drought, water <br />supply and water supply statutory <br />management. <br /> <br />To successfully perform the DPSCSA Project, DNR <br />and CWCB have .identified "Minimum <br />Qualification" requirements for the proposed project <br />team. These minimum requirements are a direct <br />result of CWCB understanding that' the successful contractor will ne,ed to develop and <br />implement a marketing research-type survey (perhaps the first of its kind for CWCB) with the <br />appropriate technical focus on water supply conservation, development, protection, and <br />management - consistent with the mission of CWCB. ' <br /> <br />1.1 Minimum Qualifications (RFP 4.3.1 through 4.3.6) <br />Bouvette Consulting understimds, and appreciates the unique needs of CWCB relative to the <br />execution of the DPSCSA Project, and has assembled a, team of experts that we believe' exceeds <br />the minimum requirements specified in RFP-PDA204S.
