Project Approach (RFP Section 4.6)

Project Approach

Our project approach links four phases of project execution - which is identified in Section 3.3
of the RFP as Survey and Report - in an iterative and interactive process, defined by' feedback
loops and checks and balances. As presented in Figure 4-1, the four phases are:

o Phase I - Profiling and Database Preparation;
o Phase II - Survey Development and Testing;
,0 Phase III - Survey Refinement and Administration; and
o Phase IV - Data Evaluation and Reporting
