<br />- <br /> <br />e) <br /> <br />.) <br /> <br />Section 4 <br />Project Approach (RFP Section 4.6) <br /> <br />Introduction <br /> <br />Colorado drought preparedness - defining drought; identifying who has adequate water <br />supply; reporting on drought cycles in Colorado; engaging water users, especially those in rural <br />communities to partake in a survey; identifying governmental authorities that may be involved <br />to improve drought management - all complex issues, to be addressed in the planning and <br />,execution of this DPSCSA Project. <br /> <br />In previo),l.s sections, we described in detail how we have assembled a team of Colorado experts <br />to undertake tW.s task from CWCB: specialists in ,survey methodology and execution; marketing <br />and communications strategists; water engineers and consultants, are eager to bring their <br />discrete expertise to support this, critical effort. The Bouvette Consulting Team has the expertise <br />and equipment to develop the "reach" neces&ary to gather survey results Wormation through <br />multiple media. We have the skills and expedence to know when and how to look for trends in <br />the survey responses, and the innate understanding of the process and technical content to be <br />able to quickly identify issues. Our experienci! will clearly identify areas in the survey that may <br />call for modification to the content, delivery, and/ or engagement methodology. We are quick <br />on our feet and our internal quality control sy&tems will monitor our progress. ' <br /> <br />Each of our firms is accustomed to working in teams. Resolution Research and Golden Rule <br />collaborated when supporting CDHPE's Sm,ill Business Assistance Program's survey needs; <br />Bouvette Consulting and Camp Dresser & McKee have worked together in the execution of <br />many projects. We have demonstrated conununication skills that utilize team facilitation, <br />~ough,team artd key personnel discussion to build consensus, develop teaIJ1 understanding of <br />complex issues, and ultimately create a high performance team that can stlccessfully identify <br />and solve project challenges, within the project resources. ' As we are familiar with the work of <br />the Board, Board staff, and the Advisory CoIPInittee, we can "hit the ground running" - our <br />communications will be focused and effective. ' <br /> <br />We are all highly proficient in information martagement, a technique to be used to evaluate and <br />characterize the survey response to' CWCB in real <br />time, as the information becomes available either <br />through the phone line or' from' face-to-face <br />discussions or similar. What is the quality of the <br />responses? Is the survey' capturing, the ,right <br />infonnation? Are water users engaged? Can the <br />desired response rate be achieved? All of these <br />questions need to be answered as the survey is <br />administered so that mid-course corrections can be <br />developed and implemented - post-haste. The survey must be developed and implemented <br />with the use of real-time feedback and evall1ation of the survey results, otherwise, as our <br />experience has proven, we will not be able to deliver a quality product meeting the needs and <br />satisfaction of CWCB.
