The drought has raised issues about <br />how the State Engineer administers the fill of Green Mountain Reservoir A committee of <br />interested parties was formed to work out an acceptable agreement on administration. All of <br />the parties last met on April 14, 2005 to discuss the Bureau of Reclamation's proposed <br />operations and the State Engineer's interim administration policy, After reviewing <br />comments, the State Engineer released an interim 2005 policy on April 28th, Nothing new to <br />report, <br /> <br />7. [new I <br /> <br />. <br /> <br />The Pioneer Irrigation District and certain owners ofthe Laird Ditch have filed a Petition <br />with the Ground Water Commission demanding that the Commission shut off as many wells <br />in the Republican River Basin as necessary to increase stream flows so that each ditch can <br />take its full decreed amount, The Petitioners further demand that the Commission "de- <br />designate" the Upper High Plains Designated Basin, Petitioners base these demands on the <br />results of Kansas v. Colorado and Nebraska (the Republican River Compact Litigation), As <br />part of the settlement of the litigation, the States jointly developed a mathematical ground <br />water model that showed the effects of pumping on streamflows in the basin, Both the <br />Republican River Water Conservation District and the various Ground Water Management <br />Districts in the basin are aware of the Petition and may attempt to intervene or otherwise <br />become involved. <br /> <br />3 <br />
