Box 1584 .
Fort Collins, CO 80522

Subject:

Long Draw Dam Safety Considerations,
Long Draw Dam Near Cameron Pass, CO
Project No. 23595G-9751

Gentlemen:

On the 22nd of June 1994, I attended a meeting with you to discus.~ a request from the
Forest Service to submit a proposal to them to provide a by-pass flow of 2 1/2 cubic
feet per second from Long Draw reservoir during the winter months.

As you are well aware, I have been assisting Water Supply and Storage Company wit.>1
their engineering since 1971, and have been involved with the operation and re-
cDnstruction of Long Draw Dam and its primaxy source of water, the Grand River
Ditch, since that time. I have inspected the dam, the outlet works, and the Grand
River Ditch generally on an annual basis since 1974. The current normal operation of
the reservoir is to close the outlet gates at the end of the irrigation season in
September or October, leave the gates completely closed during the winter and spring
months (November through May), collect water during the spring runoff via the Grand
River Ditch and then provide irrigation water to Larimer and Weld County farmers
during the su=er months.

T .ong Draw Dam is situated approximately 3 miles nDrth of Cache La Poudre Pass at
an elevation of approximately 10,000 feet above Mean Sea Level. The reservoir lies
in a north-east, south-west direction with the dam located on the north easterly end.
During the winter months the wind direction is predominantly out of the south-west
and appears to flow up the Colorado River Valley through La Poudre Pass and across
the reservoir. The area is subjected to extreme winter weather conditions and access
during the winter months in extremely difficult, if not impossible at times due to
normal snow fall and snow drifts.

2lS'SG.!I7S11Ull 117-<lS-94(%:t'pmlIRP'l'

W-4lnowd-e1Jd'lf Cal'Dl&tblnb ..
