-2 -

Attachments
Draft CWCB annual report
July 18, 2003 Denver Post Article
Year-end reports by operators (to be handed out at our meeting)

Proposed 2003-04 Program
We propose the following activities for the Weather Modification Permitting Program in 2003-2004.
I. Development/continuation of web based maps and reporting -web based rnaps and reporting can
help address the expanded efforts and interest by water managers and general public for these programs.

2. Submit proposal for USBR Weather Modification Damage Funds - This project will further the
science of weather modification by linking scientific analysis with an operational program for the winter
season. This will be accomplished by using the RAMS model for evaluation of the 2002-03 season and
precipitation forecasting for the 2003-04 season. If the proposal is funded a cooperative agreement
between the USBR and CWCB will be developed. The proposal deadline is anticipated to be August
2003 and awards would be at the start of the federal FY 04-05 in October 2003.

3. Technical papers/abstracts from the Weather Modification Association Journal to the CWCB. The
CWCB has purchased 35 volumes covering 1971-2003 of the journal and will make these available as a
resource.

4. Possible need for Construction Funds for program administration and a state match.
A) We are evaluating the need for an annual request of$IO,OOO from the CF to become a base
budget to operate an enhanced program to include more scientific analysis, evaluation and web
based reporting. In addition, specialized avalanche forecasting would be required from the
Colorado Geological Survey at a cost of $2,000 to further clarify avalanche danger and
suspension time periods.
B) We are also evaluating the need for a one-time grant request from the Construction Fund for
$20,000 to be used as a state match for the USBR proposal. Existing program budgets from the
Denver Water program may count as match, but we believe there may need to be some state cash
match.

5. North AmerIcan Interstate Weather Modification Conncil membership. Our membership on this
council of Western States will help formulate policies, coordinate efforts and collaborate to seek federal
funding for science and operational programs in weather modification. There are annual dues are $5,500
and the council meets twice a year.

6. Construction Fnnd Grant Request for project sponsors: Project sponsors believe that an assistance
program should be available to assist conservancy and conservation districts to develop cloud seeding
programs in drought stricken areas. Weare evaluating the need for a one-time grant request for
Construction Funds for $40,000. This would make grants available in amounts of $5,000 per program.
The Utah Division of Water Resources has been providing such grants since 1976.

Recommendation
We would appreciate your input during the evaluation process mentioned above. This input could be made at this
time or when the Finance Subcommittee meets to discuss specific proposals in September/ In the meantime, we
welcomes the opportunity to formulate a FY 03-04 program and your endorsement of any or all of the six
proposed activities for the 2003-2004 program.

Flood Protection.
