<br />Agenda item <br />September 24-25,2001 meeting <br />Page 4 of 15 <br /> <br />. <br />. <br /> <br /> <br />WATER PROJECT CONSTRUCTION LOAN PROGRAM <br /> <br />. <br /> <br />PROJECT INFORMATION <br /> <br />Grantee: <br /> <br />Colorado Water Conservation Board (CWCB) and <br />Colorado Division of Water Resojlrces (CDWR) <br />South Platte Decision SUPPOtt System (SPDSS) - Year 2 <br />Part of Colorado Decision Sllppott System (CDSS) <br />Multiple <br />South Platte and North Platt~ <br />South Platte and North Platt~ Rivers including all tributaries and major <br /> <br />Project Name: <br />Project Type: <br />Counties: <br />Drainage Basin: <br />Water Source: <br />groundwater aquifers, <br />Amount Requested in FY2002-2003: $ 2,000,000 <br />Estimated Total Project Cost: $ 15,000,000 <br /> <br />The CWCB acting through their Water Supply Protection Section and in coordination with the CDWR is <br />nearing completion ofthe feasibility study that will identify the purposes for, uses of, users, model <br />components, data bases and data requirements, costs and schedule for developing SPDSS, The <br />Feasibility Study will identify a preferred alternative that meets water user needs and has the best <br />probability of success, The preferred alternative bec()mes,the "road map" that will guide SPDSS <br />development over the next several years, This request is for funding of year 2 data collection and <br />development activities for SPDSS without which mOllel d~velopment can not proceed in an efficient _ <br />manner, The Feasibility Study well be finalized prior to any expenditure of year 2 funds, .. <br /> <br />The overall purpose of SPDSS is to provide state officials and water users with a creditable and efficient <br />set of tools with which to plan, develop and manage the water resources in the North and South Platte <br />River Basins, Based on the Colorado River Decision Support System (completed) and the Rio Grande <br />Decision Support System (nearing completion), SPDSS is envisioned to be a data centered system and <br />include surface and groundwater models, a consumptive I.\se model, an overall water budget model, and <br />water right administration and analytical tools, The projept when completed will improve water <br />management and development opportunities throughout the basins, SPDSS well allow better <br />coordination between: ground water recharge and storageiprojects, water right and South Platte River <br />Compact administration, and the identification of opportunities to benefit biological species of concern in <br />Colorado and participation in the Platte River Cooperative Agreement. These data and tools are of <br />statewide interest and should be developed in a timely fa~hion, An Advisory Committee has been <br />established to help guide both the Feasibility Study and df:velopment of SPDSS, Funding will allow the <br />CWCB and CDWR to continue collecting the necessary <lata prior to model development. The final <br />Feasibility Study will be available in October 2001, SPDSS development is envisioned to take <br />approximately 6 or 7 years to complete and require approximately $2,000,000 annually, <br /> <br />Please see the reverse side of this page for a map of the project location, <br /> <br />e <br />
