On-line web-based training modules for HydroBase, StateView, CWRAT, StateMod, <br />StateCU and the groundwater model <br />. Database of contacts for system users together with a point of contact for communication <br />. Newsletters four times per year which discuss the status of the project and advertise <br />upcoming meetings <br />. SPDSS advisory committee meetings twice a year <br />. Technical subcommittee meetings throughout development ofthe project <br />. SPDSS core group meetings four times per year <br />. Four user group meetings per year to provide a mechanism for communication of <br />technical topics <br /> <br />COSTS AND SCHEDULE <br /> <br />Estimated costs for each of the three SPDSS alternatives range from $10.3 to $33.3 million <br />dollars as follows: <br /> <br />. Alternative I: $10.3 million <br />. Alternative 2: $15,0 million <br />. Alternative 3: $33.3 million <br /> <br />Estimated costs to develop and implement the most cost effective and efficient alternative is the <br />recommended SPDSS alternative (Alternative 2) at approximately $15,0 million, This includes <br />$5,65 million (38 percent) for data collection, $6,97 million (46 percent) for development of <br />components and $2,37 million (16 percent) for project management, consultant coordination, and <br />some aspects of user involvement. The SPDSS will be funded in the same manner as the <br />CRDSS and RGDSS projects, from the CWCB's Construction Fund on a non-reimbursable <br />basis, This is a self-generating funding source that will not result in a tax increase, <br /> <br />Efforts will be made to enter into cooperative agreements with the USGS and other agencies in <br />order to reduce total project costs, Cooperative agreements will focus on data collection <br />activities, <br /> <br />The recommended SPDSS alternative is anticipated to be developed over a six-year period in <br />three phases as follows: <br />
