<br />saline flows from winter to summer. <br /> <br />I <br /> <br />A solution must be reached which will not <br />only take care of this particular problem but <br />which would point the way for any abnormal <br />evacuation which should not be considered as <br />part of normal river operation. It must be <br />anticipated that as development continues on <br />the Colorado River the general quality of water <br />will deteriorate and nothing should be done by <br />us or anyone else which will ignore this fact. <br />However, we are advised that the normal increase <br />in salinity is not what is causing the present <br />problem and does not constitute a particular <br />problem to the Mexican people.' <br /> <br />Now I'd like to go back to page 2 of this, <br />which many of you have. you are probably wonder- <br />ing why I left out one paragraph and a phrase in <br />one sentence. The first full paragraph was dis- <br />cussed at the Water Congress Executive Committee <br />meeting yesterday and this was mentioned. I <br />might say, by Bob Barkley. He felt that this <br />paragraph would lend itself to being lifted out <br />of context and could, because of the reference <br />to total tonnage of salt, be used in a damaging <br />manner against the United States and perhaps <br />against the river at some future time. So, in <br />looking this over, it did not appear to me, and <br />Ray concurs in this, (we wrote this jointly, <br />incidentally), that this paragraph neither <br />particularly adds nor detracts from this document <br />so we agreed that we would strike it for that <br />reasoning. <br /> <br />Now to proceed: <br /> <br />'We therefore recommend the following: <br /> <br />I <br /> <br />(a) That this Committee declare that the <br />report entitled "Special Studies, <br />Delivery of ~'later to Mexico", dated <br />February 1963, be declared an unaccept- <br />able proposal to solve the existing <br />problem. <br />
