To us it appears <br />that telling the Mexicans you have to take this <br />highly saline body of water which interests in <br />the United States virtually ruined in the 1930's, <br />as a part of their Treaty obligation, would be I <br />no more out of line than to say that if the <br />State of California wanted to make a fresh water <br />body out of the Salton Sea: to say 'We're going <br />to pump the Salton Sea back and dump it into the <br />Colorado River above Morelos Dam and say to the <br />Republic of Mexico you must accept this in ful- <br />fillment of the Treaty obligations because this <br />is return flow from the Colorado River'. And <br />it is that, it is return flows from the Colo- <br />rado River from irrigation in the Imperial and <br />Coachella Valleys in California. So water comes <br />from the same source: strangely enough it has <br />accumulated over about the same period of time <br />and it has a little higher salinity than the <br />water that's underground in the Wellton-Mohawk <br />Project area. <br /> <br />We would suggest these points as a solu- <br />tion. perhaps I should read this whole thing <br />now.
