We have also read the December 9 letter from the Moffat COWlty <br />Commissioners regarding the candidate streams. The River District echoes Moffat <br />County's procedural concerns about the possible appropriations. <br /> <br />First, we're concerned about the very short time-frame from the time the rationale and <br />assessment of the tentative instream flows is completed and published, which we <br />understand will be forthcoming some time in January, to the CWCB Board meeting that <br />same month when the Board will make a decision about the appropriations. That doesn't <br />allow nearly enough time for interested parties to review and comment on the findings. <br />There should also be some time built into the process to allow your staff to enter into <br />further dialog about the assessment with local interests. <br /> <br />We understand that currently you have Wlder consideration a process whereby the <br />candidate streams would be identified in February for possible Board action the following <br />January. This is a much more reasonable time-frame, and we urge the CWCB to adopt <br />this approach. <br /> <br />. <br /> <br />Second, we believe that there needs to be a more formalized and direct mechanism for <br />notifYing interested parties of the candidate streams.
