GARNSEY: <br /> <br />"First of all let me say that the costs <br />of this project, as best as we can estimate <br />them at this time, is $106,957. Now of that <br />amount the University of Colorado and Colorado <br />state University will make substantial con- <br />tributions by carrying the indirect and over- <br />head costs of this research project from their <br />own budget so that the sum of money we are <br />asking from the Water Board is $79,228. <br /> <br />Now from our point of view, the import- <br />ant thing to do is to get started on this <br />project and carry it through, of course. So <br />before we start we certainly would like to <br />have all the money in sight. We have broken <br />down the budget by time periods so that from <br />the point of view of fiscal year budgets of <br />the Water Conservation Board you can see that <br />a part of the money would be expended in the <br />current fiscal year and then two other large <br />fractions of it in the next two fiscal years <br />beginning July 1 of 1959, so that the total <br />cost of $79,000 would be spread over three <br />fiscal year periods. <br /> <br />In addition, I feel that this project <br />could very well attract support from other <br />sources than the Water Board itself and what's <br />more, if the contract is signed and under way, <br />then it is a going concern and in a much bet- <br />ter position to attract these funds than if <br />it is entirely in the proposal stage. This <br />is why we are asking the Water Board to. take <br />the initiative and first step to get the <br />project under way. <br /> <br />One very optimistic possibility for <br />support comes from the Federal Government, <br />from a bill introduced into the Congress re- <br />cently by Senator Engel of California, by <br />Senators Carroll and Allott and other Sena- <br />tors of the western states (perhaps they are <br />all Democrats, I am not sure, I mentioned <br />Senator Allott. He may not be a sponsor of <br />this bill) and then by Congressmen from the <br />Colorado River Basin. This bill provides <br />for a research project on the supply of water <br />
