't'"" ft Mike Serlet, P.E., Chief ~U Water Supply Planning and inance Section FROM: Rod Kuharich eweB Director Dan McAuliffe Deputy Director DATE: November 9, 2004 SUBJECT: Agenda Item 14c, November 16-17, 2004 Board Meeting Water Supply Planning and Finance Section - New Loans Upper Arkansas Water Conservancy District North Fork Reservoir Rehabilitation and Expansion Project Introduction The Upper Arkansas Water Conservancy District (District) acting by and through the District's Water Activity Enterprise Fund is applying for a loan in the amount of $2,980,000 from CWCS for the North Fork Reservoir Rehabilitation and Expansion Project (Project). The reservoir is located in the San Isabel National Forest near the headwaters of the North Fork of the South Arkansas River in Chaffee County and provides augmentation water to Chaffee, Western Fremont and Custer Counties. The Project includes engineering, permitting, and construction costs to rehabilitate the existing outlet structure and enlarge the North Fork Reservoir by 500 acre-feet. The Project will be completed in two phases due to the Forest Service permitting schedule. The first phase will include outlet pipe repair and replacement of the intake structure and gate, The second phase will include raising the dam 15 feet and relocating the campground impacted by the enlargement. Significant access road improvements will also be required, See attached Project Data Sheet. Backllround The North Fork Reservoir (Reservoir) was constructed in 1953 by Chaffee County, The Soil Conservation Service completed the design and provided construction oversight. The District acquired the reservoir in 1979 and operated it as a water supply for domestic, municipal, industrial, recreational and augmentation purposes, The Reservoir is located on the North Fork of the South Arkansas River approximately 10 miles upstream of Maysville.
