Dear Rod,

The Colorado Wildlife Commission has evaluated the mitigation plan for Monument Lake. The
Wildlife Commission feels the plan adequately addresses the impacts to Preble's Meadow Jumping
Mice. The Preble's movement cOl'ridor, which was constructed on the west slope of the reservoir,
should enhance mobility of north em and southern populations.

On July 10, 2002 the Wildlife Commission approved the mitigation plan as submitted by the Town of
Monument by unanimous vote.

I am sending this letter to you with a request that the Colorado Water Conservation Board adopt the plan
as the official State of Colorado position on the mitigation action required ofthe applicant. Adoption by
the Board will clear the way for the mitigation grant to be made to the Town of Monument as outlined in
Title 37-60-122.2.
