Town of Monument-
Monument Dam Rehabilitation Project Mitigation Grant Request

Introduction

By letter dated June 27, 2002 (attached), the Town of Monument has requested a grant from
the Fish and Wildlife Mitigation Fund (Fund) in the amount of $194,428 for the mitigation of the
Preble's Jumping Mouse habitat effected by the rehabilitation of the Monument Lake Dam. The
purpose for this request is to help offset the Town's expenses associated with the habitat mitigation
requirements of the Corps of Engineers 404 Permit.

Background

Provisions included in 37-60-122.2 C.R.S. establish the criteria and procedures associated
with providing grants from the Fund. Those criteria state that an eligible project is one that requires
an application for a permit, license or approval from the United States. In this case, a 404 permit
from the Corps of Engineers was required to complete the rehabilitation of the Monument dam. The
404 permit required a biological assessment of the project and a biological opinion from the Fish and
Wildlife Service relative to threatened or endangered species. The biological opinion outlined work
required to mitigate the impacts of the dam rehabilitation on the Preble's meadow jumping mouse.
That work included, among other things, the construction of a 60-foot wide travel corridor
incorporating high-quality Preble's habitat along the western edge of Monument Lake.
