(2) Water used from the water bank. which is in <br />excess of a farmers allocation, is priced at higher rates <br />than water used within their allocation. The higher price <br />is on a sliding scale, which increases with increased use. <br />(3) The additional revenue (above the cost of the water) <br />generated by the higher price is refunded to the irrigators <br />who use less than their allocation.
