1. INTRODUCTION

The Snowmass-Capitol Creek Caucus (Caucus), American Rivers, Sierra dub,
Ferdinand Hayden Chapter of Trout Unlimited, Aspen Wilderness Womshop,
Roaring Fork Chapter of the Audubon Society, Windstar Land Conservancy, and
High Country Citizens Alliance (collectively, Petitioners) 1 petition the Corps of

citizens of the Snowmass, Colorado, area. American Rivers is a national conservation
organization whose mission is the preservation of the country's rivers and streams.
In 1994, American Rivers named Snowmass Creek one of the nation's most
endangered rivers due to diversions from the Creek for snowmaking and other
consumptive uses. Sierra Club is a national conservation organization comprised of
600,000 individuals dedicated to land, water and wildlife preservation. The mission
of the Ferdinand Hayden Chapter of Trout Unlimited is to "conserve, protect, and
restore trout fisheries and their watersheds" located in the Roaring Fork and Eagle
River Valleys, where Snowmass Creek lies. Aspen Wilderness Workshop is a non-
profit organization composed of citizens of the Roaring Fork Valley dedicated to
preserving the area's outstanding natural resources. Roaring Fork Audubon Society
is a regional citizens' organization dedicated to preservation and enjoyment of the
wildlife and habitat of the Roaring Fork River valley, of which Snowmass Creek is a
