Account Spill Rates <br />The Operations Secretary does not agree that the 1980 Operating Plan requires <br />accounting of spills to be conducted at the rate of physical reservoir outflow as suggested <br />by the Assistant Operations Secretary. This does not mean that such a procedure is <br />incorrect, in fact the Operations Secretary has attempted to demonstrate that it makes no <br />difference to account balances at the end of a period of spill whether one accounts for <br />spills from accounts at the rate of outflow or inflow. The Operations Secretary prefers to <br />use inflow based accounting which is consistent with procedures used in the past and with <br />those utilized at all other times when spills are not occurring. The Assistant Operations <br />Secretary has not conceded this point. <br /> <br />. <br /> <br />5. Reservoir Evaporation Durina Spills <br />It has been the practice of the Operations Secretary to assign all evaporation charges to <br />the flood pool during times of spill. The Assistant Operations Secretary has correctly noted <br />that this is not the procedure specified by Section II F of the 1980 Operating Plan, but has <br />suggested an altemative accounting method which the Operations Secretary considers to <br />be incorrect. The Operations Secretary has attempted to demonstrate that the procedure <br />prescribed by Section II F of the 1980 Operating Plan, when correctly applied, produces <br />the same result as that traditionally used. <br /> <br />6. Upstream Storage and Diversions During Spills <br />Limited time has been devoted to discussion of concems related to the operation of Pueblo <br />Reservoir, the associated "adjustments" to JMR inflow during times of spill, or the resultant <br />differences in date of conservation storage evacuation between the two sets of accounting. <br />This major issue needs to be addressed, however meaningful discussions wiil be aided by <br />first disposing of as many of the more straightforward accounting issues as possible. In <br />Colorado's view upstream diversions during spills is not so much an accounting issue as <br />it is an unresolved apportionment question under the Compact. <br /> <br />. <br /> <br />7. Permanent Pool Evaporation Charges <br />There is an apparent inconsistency between Section IV of the 1980 Operating Plan <br />resolution and the Administration's resolution of August 14, 1976 regarding determination <br />of evaporation from the permanent recreation pool. This has only been preliminarily <br />reviewed by the Operations Secretary and Assistant Operations Secretary and may be the <br />subject of further analysis by them. It appears that the 1976 Resolution should be revised <br />to be more consistent with the 1980 Operating Plan and Colorado has offered to prepare <br />a draft resolution for ARCA consideration at a future meeting. <br /> <br />","R,,".u;un,~r,,^L1I"'M]'''E'l'''''l''.'WJ1' <br />
