The terms of the loan were not to exceed 90% of the total estimated project cost, at an
interest rate of 4.0% for 30-years. The project was designed by G.AS.P Engineering Services,
from Fort Morgan, Colorado, and the construction contract was awarded to Boone Excavating, from
Fort Morgan, Colorado.

The engineer's estimate of $374,000 to construct the project was based on removing the
existing 200-ft. long concrete diversion structure, constructing a new 100-ft x 5.0-ft. Obermeyer
pneumatic spillway gate, a new 100-ft x 5.0-ft concrete diversion wall, the construction of a 200-ft x
21-ft. downstream concrete splash basin, the installation of a new bladder gate control house,
placement of sheet piling, and miscellaneous site work and dewatering efforts.
