<br />-6 - <br /> <br />Specific Reauest <br />, Funding for a Stream Restoration Program would allow the CWCB to partner with local <br />governments, other watershed entities (and in some cases with the Corps of Engineers) to <br />provide on an ongoing basis much-needed stream restoration studies and loans for design and <br />implementation of stream restoration projects for the CWCB's top priority stream reaches in <br />the state. Those local governmental entities which requested and received state financial <br />assistance would benefit by receiving comprehen~ive GIS inventories and reconnaissance <br />studies. They could, as appropriate, pursue feasibility studies and the design and <br />implementation of stream restoration projects, <br /> <br />. <br /> <br />Staff is not requesting funding at this time but proposes to develop a specific request and <br />submit it to the Board at the November 2002 CWCB meeting. CWCB funds, if authorized by <br />the Board and the General Assembly, would be available to support studies through non- <br />reimbursable investments and to create a rev(llving loan fund for the design and <br />implementation of stream restoration projects through loans, all to be conducted on a statewide <br />basis. Matching funds will have to be obligated by the appropriate local entities to allow this <br />limited furrtling to as many stream miles as possible: Matching funds will be sought from the <br />U.S. Army Corps of Engineers for watershed restoration studies and projects, as appropriate, <br />for the same reason. <br /> <br />The staff will survey communities throughout Colorado and determine the specific desire for <br />watershed plans, stream restoration studies, and ~tream restoration projects in the state's <br />watersheds, beyond those watersheds that have alrfiady been identified. From that survey, a <br />priority list of study and project needs will be developed. That priority list, to be updated each <br />year, would be the starting point for future fund allocation, both for studies (non-reimbursable <br />investments) and for projects (loans). <br /> <br />. <br /> <br />Recommendation <br />Staff recommends that the Board formally endotse the creation of a long-term Stream <br />Restoration Program. The creation of this program would convert the current informal <br />program of annual funding requests for stream restoration studies or projects into a formalized <br />program to accomplish stream restoration on a continuous basis.
