1984 Colorado River Operations Study

Discussion

During the past year we have presented to you information on
a Bureau of Reclamation study and re-evaluation of the operation
of the major reservoirs on the Colorado River. The study involves
the definition of "feasible," alternative operation strategies and
a standard method for quantifying the effects of each strategy (as
measured in terms of minimizing the risk of flooding in the Lower
Colorado River, water supply, flood control, and power generation).

The Bureau intends to complete and finalize the study by
February 1, 1985. A draft report is to be made available for
review by the states in early December, 1984. We will present the
study for the Board's consideration and comment when it becomes
available.

However, I have significant concerns even at this time about
the schedule for the completion of the study, the lack of
sufficient time to review and comment upon such a critically
important matter, and the lack of documentation about the computer
model which is being used to perform the study. I have voiced
these concerns to the Bureau previously, but without much success.

Recommendation

I recommend that the Board express concern about the manner
in which the study is being handled. Attached is a draft letter
to the Commissioner for this purpose. It is self-explanatory.
