Waiker <br />Deputy Director <br /> <br />FROM: Bill McDonald <br /> <br />DATE: November 5, 1984 <br /> <br />SUBJECT: Agenda Item 13, November 15, 1984, Board Meeting -- <br />1984 Colorado River Operations Study <br /> <br />Discussion <br /> <br />During the past year we have presented to you information on <br />a Bureau of Reclamation study and re-evaluation of the operation <br />of the major reservoirs on the Colorado River. The study involves <br />the definition of "feasible," alternative operation strategies and <br />a standard method for quantifying the effects of each strategy (as <br />measured in terms of minimizing the risk of flooding in the Lower <br />Colorado River, water supply, flood control, and power generation). <br /> <br />The Bureau intends to complete and finalize the study by <br />February 1, 1985. A draft report is to be made available for <br />review by the states in early December, 1984. We will present the <br />study for the Board's consideration and comment when it becomes <br />available. <br /> <br />However, I have significant concerns even at this time about <br />the schedule for the completion of the study, the lack of <br />sufficient time to review and comment upon such a critically <br />important matter, and the lack of documentation about the computer <br />model which is being used to perform the study. I have voiced <br />these concerns to the Bureau previously, but without much success. <br /> <br />Recommendation <br /> <br />I recommend that the Board express concern about the manner <br />in which the study is being handled. Attached is a draft letter <br />to the Commissioner for this purpose.
