Walker <br />Deputy Director <br /> <br />FROM: Bill McDonald <br /> <br />DATE: November 7, 1984 <br /> <br />SUBJECT: Agenda Item 12, November 15, 1984, Board Meeting-- <br />Proposed Colorado River Floodway Protection Act <br />(H.R. 5055) <br /> <br />Introduction <br /> <br />At the May 4, 1984, meeting, the Board reviewed and <br />discussed H.R. 5055, a bill introduced by Congressman Cheney <br />(Wyoming) and co-sponsored by Congressman Udall (Arizona). This <br />bill was intended to accomplish the following: <br /> <br />1. Formally designate a floodway for the Colorado River <br />between Hoover Dam and the U.S.-Mexico border, <br /> <br />2. Prohibit most forms of future federal financial <br />assistance to persons and developments in the designated <br />floodway, <br /> <br />3. <br /> <br />Prohibit the lease of lands owned by the federal <br />government within the designated floodway, and <br /> <br />4. <br /> <br />Establish a Colorado River Floodway Task Force that <br />would be charged with preparing recommendations for the <br />management of the Colorado River Floodway, including the <br />means of restoring a 40,000 cfs capacity floodway at <br />Hoover Dam (and correspondingly larger capacities <br />downstream to reflect tributary inflOW) and the <br />necessity for additional floodway management legislation <br />at local, state, and federal levels. The Board directed <br />me to convey its support for this bill to the Colorado <br />Congressional delegation and to the bill's sponsors, and <br />to request the Colorado delegation's support for H.R. <br />5055. <br /> <br />212 <br />ai/5055 <br /> <br />APPENDIX F <br />
