<br />> <br /> <br />. <br /> <br />PROPOSED <br />WATER ALLOCATION AND "ffiNAGEMENT PLAN <br />BEAR CREEK LAKE, COLORADO <br /> <br />OCTOBER 1984 <br /> <br />INTRODUCTION <br /> <br />This Water Allocation and Management Plan has been drafted in order to <br />present a reasonable agenda for storage and use of water in Bear Creek <br />Lake if such space is determined to be available. To date, efforts to <br />store water in the facility have failed due to a lack of consensus, among <br />potential water users of the facility, regarding storage allocation and use <br />of Bear Creek Lake water. It is the intent of this draft proposal that <br />consensus can be reached if a reasonable plan is developed whereby all <br />parties benefit. <br /> <br />BACKGROUND <br /> <br />Construction of Bear Creek Lake began on October 29, 1973 and was completed <br />July 19, 1977. The facility has a drainage area of 236 square miles, and a <br />maximum design pool of 74,970 acre-feet. Currently, a conservation pool of <br />1,990 acre-feet is maintained. ~he project was authorized at an estimated <br />cost of $32,314,000. <br /> <br />. <br /> <br />For several years, discussions have been held regarding the availability of <br />excess storage space in Bear Creek Lake. Entities which have expressed an <br />interest in acquiring space in addition to the Central Colorado Water <br />Conservancy District include the Town of Morrison, Genesee Water and <br />Sanitation District, Mt. Carbon Water and Sanitation District, City of <br />Lakewood, Indian Hills Water District, and the Evergreen Metropolitan Water <br />and Sanitation District. <br /> <br />WATER AVAILABILITY <br /> <br />Although a comprehensive study of water availability at the reservoir has <br />not been completed, an analysis was conducted by the U. S. Army Corps of <br />Engineers in the mid-1970's and by the Central Colorado Water Conservancy <br />District in 1983. Figure 1 presents information developed by Resource <br />ConsultantG, Inc. of Fort Collins for the Central Colorado Water Conser- <br />vancy District regarding water availability in Bear Creek Lake, by month, <br />for the period 1960-1981. <br /> <br />Of the 252 consecutive months analyzed, some water "as available in 146 <br />months, or 58 percent of the time. One-thousand acre-feet would have been . <br />stored almost 36 percent of the time. However, there was also a 24-month <br />period with only one month showing available water and that quantity was <br />
