Authorizes two new projects in Colorado. the Lower <br />Gunnison and McElmo Creek Units. <br /> <br />. <br /> <br />b. Clarified USDA on-farm program. <br /> <br />c. Added fish and wildlife mitigation. <br /> <br />d. Clarified provisions concerning OM&R costs and <br />responsibility for maintenance of laterals. <br /> <br />e. Water rights. <br /> <br />f.
