During settlement discussions, the applicant has agreed to include terms and <br />conditions in its decree which would now result in a very small (i.e" "de minimis") <br />impact to the Board's [SF. The [SF Rules only allow the staff to enter into such a <br />stipulated settlement if it is fully protective. This one is not and, therefore, the staff is <br />required to obtain Board approval to settle this case. <br /> <br />10.
