<br />. <br /> <br />APPENDIX A <br /> <br />I <br /> <br />=- <br /> <br />COLORADO WATER CONSERVATION BOARD <br />823 State Centennial Building <br />1313 Sherman Street <br />Denver, Ce10rade 80203 <br /> <br />July 30, 1976 <br /> <br />! ~ ~ 0 L Q T ! 0 N <br /> <br />WHEREAS, in the year 1974 there was enacted by the United <br />State Congress and approved by the President an act cited as the <br />"Colorado River Basin Salinity Control Act" (P.L. 93-320, 88 Stat. 266), <br />which authorized the Secretary of the Interior to ~roceed with a ~ro- <br />gram of works for the enhancement and protection of the quality of <br />water available in the Colorado River for use in the United States and <br />the Republic of Mexico.; and <br /> <br />WHEREAS, Section 101(h) of said act authorized the Secretary <br />of Interior to assist water users by installing system imprevements <br />as a means of increasing irrigatien efficiencies in areas downstream <br />frem Imperial Dam; and <br /> <br />WHEREAS, it is not possible to achieve maximum salinity <br />in the Colorado River and its tributaries without such improve- <br />on-farm irrigation efficiencies; and <br /> <br />control <br />ment of <br /> <br />WHEREAS, the greatest amount ef irrigated <br />rado River Basin are located utstream from Imperial <br />considerably to the salinity 0 the Ce1orado River; <br /> <br />NOW THEREFORE BE IT RESOLVED by the Colerado Water Conservation <br />Board in regular session assembled in Montrose} Colerado, this 30th day <br />of July, 1976, that it urges the Cengress of tne United States to amend <br />Section 203(b)(I) of the said Colorado River Basin Salinity Control Act <br />to include substantially the same language as contained in Section <br />lOI(h) of said act, as fellows: <br /> <br />lands in the Cole- <br />Dam and contribute <br /> <br />I <br /> <br /> <br />~. <br /> <br />"Section 203(b) The Secretary is directed-- <br />(I) in the investigation, planning, construction, and <br />implementation of any salinity contrel unit involving control <br />of salinity from irrigation sources, to cooperate with the <br />Secretary ef Agriculture in carrying out research and demonstra- <br />tion projects and in implementing en-the-farm improvements and <br />farm management practices and programs which will further the <br />objective of this title, including assistance to. the water users <br />within a salinity contrel unit for the installation ef system <br />improvements, such as ditch lining, change of field layeuts, <br />land leveling, automatic equipment, sprinkler systems and <br />bubbler systems, as a means of increasing irrigation efficiencies; <br />previded, however, That all cests asseciated with the improvements <br />autherized herein and allocated to the water users on the basis <br /> <br />APPENDIX A <br />
