WHEREAS, in the year 1974 there was enacted by the United
State Congress and approved by the President an act cited as the
"Colorado River Basin Salinity Control Act" (P.L. 93-320, 88 Stat. 266),
which authorized the Secretary of the Interior to ~roceed with a ~ro-
gram of works for the enhancement and protection of the quality of
water available in the Colorado River for use in the United States and
the Republic of Mexico.; and

WHEREAS, Section 101(h) of said act authorized the Secretary
of Interior to assist water users by installing system imprevements
as a means of increasing irrigatien efficiencies in areas downstream
frem Imperial Dam; and

WHEREAS, it is not possible to achieve maximum salinity
in the Colorado River and its tributaries without such improve-
on-farm irrigation efficiencies; and

NOW THEREFORE BE IT RESOLVED by the Colerado Water Conservation
Board in regular session assembled in Montrose} Colerado, this 30th day
of July, 1976, that it urges the Cengress of tne United States to amend
Section 203(b)(I) of the said Colorado River Basin Salinity Control Act
to include substantially the same language as contained in Section
lOI(h) of said act, as fellows:

"Section 203(b) The Secretary is directed--
(I) in the investigation, planning, construction, and
implementation of any salinity contrel unit involving control
of salinity from irrigation sources, to cooperate with the
Secretary ef Agriculture in carrying out research and demonstra-
tion projects and in implementing en-the-farm improvements and
farm management practices and programs which will further the
objective of this title, including assistance to. the water users
within a salinity contrel unit for the installation ef system
improvements, such as ditch lining, change of field layeuts,
land leveling, automatic equipment, sprinkler systems and
bubbler systems, as a means of increasing irrigation efficiencies;
