I think you should have gone to <br />Sparks and said, "Here are the schedule changes. They're different than <br />what you know about,"and both of you gone to the various conservancy <br />districts. We have a close association with these districts, as do you. <br />I think that much of the difficulty was. caused by not having good <br />communications. in this area. <br /> <br />MR. I will have some observations to make concerning this <br />sorry mess later, but I think we do have representatives here today from <br />the two: districts involved in the construction program, the: Fruitland. <br />Mesa waterConservanci District and the Tri-County Water Conservancy <br />District. Since they re the people most directly affected,. I believe <br />they should'be given an opportunity to state their side :of the story <br />also. <br /> <br />. <br />MR.) STAPLETON: All right. But before that, Mr. Robbins had a question, <br />and I would like to cover the board first. Then we'll goito Tri-Co~nty. <br /> <br />MR. ROBBINS: I would like Mr. Crandall, while we're on the record, to <br />discuss briefly whether or not the change o.f one year has any particular <br />effect on the funding for this proJect or any of the other projects, <br />whether it jeopardizes it in any way, whether it creates. any -impediments <br />to the assurance of funding if the construction monies, as I understand <br />it, presently made .available are 'not expended during this ~iscal yea~. <br /> <br />MR. CRANDALL: These appropriations are c'ontinuing and they're 'available <br />until expended as a technical matter. The' 77 appropriation...is.here, <br />and we're working on the '76 transition .funds. This slip. in dates, <br />unless there's some action b~ the Congress or the Administration, would <br />not affect the continuation of construction of this project. <br /> <br />MR. ROBBINS: So, even though you don't have construction started, it <br />doesn't create any problem to move it to the next fiscal year. Is that <br />what I understand you to say? <br /> <br />MR.
