~

MEMORl\NDUM

COLORADO WATER CONSERVATION BOARD
J. William McDonald
Direclor

TO: Members, CWCB

FROM: Bill McDonald

DATE: February 4, 1982

SUBJECT: Town of Parachute Treated Water Supply Project

Introduction

In 1977, upon the Board's recommendation, the General
Assembly authorized $250,000 from the construction fund for the
subject project. Due to changes in the design and capacity of
the proposed project, the town subsequently requested an
additional $200,000. The requested funds were authorized by
the General Assembly in 1981 upon the Board's recommendation.

Parachute has now finished, or has under construction, all
components of its treated water supply projects. This has been
accomplished without using any portion of the $200,000
authorized in 1981. The town has asked, therefore, that the
$200,000 be devoted to other purposes. Since the proposed new
uses of the $200,000 were not presented to the Board nor, in
turn, by the Board to the legislature, and since the system
which is under construction will have, in the staff's opinion,
more than enough capacity to serve parachute's present and
reasonably foreseeable population, I have not executed a
contract with Parachute covering the $200,000.

The matter is brought to the Board at this time for your
consideration as to future action. My recommendations follow
the discussion below.

Discussion

When originally presented to the Board in December, 1976,
the town's proposed project consisted of a diversion structure
