WHEREAS, the Uni ted States Army Corps of Eng ineers, Omaha
District, completed in October, 1971, a floodplain information
report entitled "Flood Plain Information Report, Bear Creek and
Mount Vernon Creek, r~orrison, Colorado," dated October, 1971, and

WHEREAS, the Colorado Water Conservation Board, as requested
by the City of Morrison, by resolution adopted December 15, 1971,
approved and designated the floodplains described in said report,
and

WHEREAS, a new report ent i tIed "Flood Hazard Area
Delineation Southern Jefferson County," dated December, 1981, has
been prepared by PRC Engineering Consultants, Inc., at the
request of the Urban Drainage and Flood Control District, which
includes Bear Creek at Idledale, Bear Creek at Morrison, Mount
Vernon Creek, Sawmill Gulch, Turkey Creek U/S Bear Creek
Reservoir, Turkey Creek at Tiny town , parmalee Gulch, and Deer
Creek, and

WHEREAS, said report describes and outlines the floodplain
data and information for the storm and floodwater runoff channels
or basins of the study area, and

WHERE!\S, the Urban Drainage and Flood Control Dis trict has
requested the Colorado Water Conservation Board to designate and
approve the floodplain areas as set forth in the aforesaid
report, and

WHEREAS,
1973, requires
the prevention

Section 37-60-106(1), Colorado Revised Statutes
the Colorado Water Conservation Board to assist in
of floods and flood damages therefrom, and

WHEREAS, Sections 31-23-201 and 30-28-111, Colorado Revised
Statutes 1973, provide that such legislative bodies of local
jurisdictions may provide zoning regulations for land uses on or
along any storm or floodwater runoff channel or basin only after
designation and approval by the Colorado Water Conservation
Board, and
