Dear Mr. loannides:

We are pleased to submit the l'csults of the work requested by the
Colorado Water Consel'vation Board (CWCB) regal'ding the potential of the
proposed Keystone Reservoir for the Town of Erie in capturing additional
water available under free riveI' conditions. Specifically the scope of
services for this study as outlined in our proposal WRC file: 1423/8
dated December 31, 1981 included:

1 - Study the yield hydl'ology of the South Platte RiveI' and identify
periods of free river conditions existing in the Basin during
the 1941 - 1977 period.

2 - Eliminate the periods in item 1 above when Narrows Project rights
could potentially be exel'cised.

3 - Secure daily ditch diversion records for the South Boulder Canyon
Ditch for the 1970 - 1977 pel'iod, and Leyncl'-Cottonwood Ditch for
1941 - 1949 period.

4 - Code and keypunch infol'mation for item 3 above for input to the
computer operations program.

5 - l~odify the computer progl'am used to model Erie's raw water system
and pl'oduce opel'ation studies for the 1941 - 1977 period with and
without Leyner-Cottonwood Ditch as a source of raw water supply.
In both of these l'uns, Narrows Project will be assumed to be in place
and the output will provide information related to the stol'age yield
for Erie under the assumed river conditions.

6 - Provide a written report documenting the l'esults obtained from item
5 and present the same to the Colorado Water Consel'vation Board.
