Wjlfjam McDonald <br />Director <br /> <br />TO: Members, CWCB <br /> <br />FROM: Bill McDonald <br /> <br />DATE: January 28, 1982 <br /> <br />SUBJECT: Agenda Item io, February 5, 1982, Board Meeting-- <br />Closed Basin project <br /> <br />Introduction <br /> <br />As discussed at the December 3-4, 1981, Board meeting <br />(refer to my memo to the Board dated November 27, 1981), the <br />fish and wildlife mitigation features and the recreation, fish <br />and wildlife enhancement features of the Closed Basin Project <br />have been changed from those contemplated at the time the <br />project was authorized. At the December Board meeting I noted <br />that there was some confusion concerning the enhancement <br />features and costs involved. We have been ahle to clarify <br />these costs and the actions which need now to be taken. <br /> <br />Summary of Mitigation and Enhancement Features <br /> <br />The new mitigation and enhancement plans call for the <br />following f.eatures: <br /> <br />Mitigation: <br /> <br />Alamosa NWR <br />Blanca wildlife Habitat Area <br />San Luis Lake <br />Russell Lakes Waterfowl Mgmt.
