<br />September 21-22,1998, Agenda Item B.b. <br />Page 2 <br /> <br />. <br /> <br />ST A TUS <br /> <br />A steering committee meeting was held on June 10, 1998 at which a process for evaluating/screening <br />alternatives was finalized and a revised completion schedule and public participation/review process <br />were discussed. At a follow up meeting on July 13, 1998, which the CWCB attended, technical <br />concerns were reviewed with the consultant. An additional progress meeting between the Enterprise <br />. and the consultant was held on September 4, 1998. The project is several months behind the original <br />schedule, but a draft report is now expected by the end of September 1998. It has been the consensus <br />of all participants that adjustments in the schedule will result in an improved final product, and that <br />reasonable delays will not reduce the usefulness of the study. As of mid August GEl had billed <br />approximately $147,000 for work completed through May, a little over 86% of the total contact <br />price. After retaining 10% of billings, GEl has been paid a little over $132,000 to date. <br /> <br />A public information and review process has been proposed. Steering committee meetings are open <br />to the public and notice is provided to any interested party wanting to be on the study mail list. <br />Study drafts have also been provided to interested parties. After the study draft is complete and fully <br />reviewed by the steering committee there will be a series of 3 public presentations to explain the <br />Needs Assessment and seek additional input before the report is finalized. The overview the Board <br />receives at the September meeting in La Junta does not constitute one of the public presentations. <br />The Board is entitled to receive a full presentation from GEl when the study is completed, but could <br />consider waiving that future presentation. Staff will provide the Board with a full written review of . <br />the completed draft prior to the November Board meeting including any comments it makes to the <br />consultant and a summary of comments made by other interested parties during the public review <br />process. <br /> <br />A table with a summary overview of preliminary study findings is provided on the next page and <br />will be discussed in more detail by Steve Arveschoug. This data is subject to change as the <br />consultant refines the analysis during preparation of the completed draft report. <br /> <br />RECOMMENDATION <br /> <br />This item is informational only and there is no recommendation for Board action. Staff will be <br />available to answer questions at the meeting or any other time. The Board may want to express its <br />preferences with regards to a formal presentation from the consultant at a future Board meeting, <br />probably the November 1998 meeting. <br /> <br />C,_LUJl\OO~I)B.wm . <br />~1"1991 <br />
