3. . Desion Criteria. These rules do not apply to the
selection of optimal economic design criteria. for the
construction of roads, bridges, irrigation structures, or
any other fac 11 i ty in the fl oodpl a in.

4. Dam Fal1ure FloodDlain. These. rules do.not apply to the
identification of the area potentially inundated by the
catastrophic or sudden. failure of any man-made structure
such as a dam, canal, irrigation ditch,.pipeline, or other
artificial channel.

4. "Board" means the Colorado Water Conservation Board.

5. "'Channel" means a place on the surface of the eart.h where
water flows regularly or intermittently with a perceptible
current between observable banks, although the location of
such banks may vary under different condi t ions.

6. "Community" means any political subdivision in the state
of . Colorado which has authority to adopt and enforce
floodplain management regulations through zoning.,.
including, but not. limited to, cities, towns,
unincorporated areas in the counties, Indian tribes, and
Urban Drainage and Flood Control Districts.
