LOMAs are issued
by FEMA.

An official amendment to the currently effective FEMA map. It is issued
by FEMA and changes flood zones, delineations, and elevation.

LIDAR uses the sarne principle as RADAR. The LIDAR instrument
transmits light out to a target. The transmitted light interacts with and is
changed by the target. Some of this light is reflected and scattered back to
the instrurnent where it is analyzed. LIDAR is widely used for colIection
of ground topography data used in floodplain studies.

A river of liquid and flowing mud on the surfaces of normally dry land
areas, as when earth is carried by a current of water. Other earth
rnovements, such as landslide, slope failure, or a saturated soil mass
moving by liquidity down a slope, are not mudflows.

Data about the data used in a floodplain study. Metadata is commonly
used in GIS and usualIy includes information about the intelIectual content
of the image, digital representation data, and security or rights
management information.

The process of preventing disasters or reducing related hazards.
Mitigation can be structural, such as flood proofing structures, diverting
floodwaters, purchasing property for open space, detention ponds,
floodwalIs and levees, etc. It can also be nonstructural in nature, such as
education, planning, and design of flood prevention measures, emergency
preparedness plans, and early flood warning detection systems.

FEMA's program of flood insurance coverage and floodplain management
administered under the Act and applicable Federal regulations
promulgated in Title 44 of the Code of Federal Regulations, Subchapter B.
The U.S. Congress established the NFIP on August I, 1968, with the
passage of the National Flood Insurance Act of 1968.

8
