I appreciate that and I would <br />like to return the favor if I could, if it was necessary. <br /> <br />Mr. Stapleton: Maybe somebody else has some other questions. <br /> <br />Mr. Sparks: I might clarify this a bit as to what we are talking <br />about here in connection with this so-called priority schedule. The <br />Governor will be going back to Washington next Monday. He will <br />present a suggested funding schedule. What those people back there <br />are interested in is dollars. Our congressional delegation has to <br />have dollar figures. Since the President recommended no money for <br />any of these projects, they must prepare an amendment to any bill <br />that is introduced requesting that X number of dollars be appropriated <br />for projects. <br /> <br />The decision as to how much money to ask for lies with the congres- <br />sional delegation. They are the ones who have to push the case. All <br />we can do here is to recommend. It is up to our people in Congress <br />as to how far they can believe they can go with their colleagues in <br />getting additional funds added to the President's budget, remembering <br />that there are many other states in the same position. If all <br />eighteen reclamation states come in with a 100% request for all of <br />their projects, it is not going to come about. That would be unrealis- <br />tic. We must give our congressional delegation a guideline to go by. <br />We don't think the 3 million that we have requested in the next <br />fiscal year, which includes $500,000 for the Fruitland Mesa, is <br />unrealistic. However, we have to recognize that the President did <br />recommend about $45,000,000 for Colorado already. The $3,000,000 <br />that we are talking about is an addition to about $45,000,000 that <br />was in the President's budget for projects now under construction; <br />namely, the Fryingpan-Arkansas and the Curecanti. <br /> <br />I <br /> <br />-47- <br />
