~. Stapleton: They are very, very interested members of the legis-
lature on water matters and we appreciate YbU taking time from your
busy schedules to be over here.

Representative Wells: We get thirsty, you know that.

I

Hr. Stapleton; All right, having a name that starts with "S" I always
had hoped that the presiding officer would reverse the order and
start backwards, but I never had that happen and it won't happen
today. So the first project is the Animas-La Plata and I think
Mr. Sam Haynes is going to be the spokesman.

~~. Havnes: Hy name is Frank Sam Haynes and I am here today repre-
senting the La Plata Water Conservancy District in La Plata County.
I would like to say at the outset that we have about 20 people here
with us and I am sure that we are presently in the position that we
would like to become accustomed to being in all the time, at the
start here. A, alphabetically, if you want to go alphabetically, I
'am sure it is okay with the Animas-La Plata project.

We have representatives with us from the La Plata Water Conservancy
District, including three of the five board members, and three
people who are irrigators in the area. We have a representative of
the City of Durango, the gentlemen who is going to very shortly have
the task of being maYQ~ of Durango and one of our county commissioners.
We have the president of the Hancos Water Conservancy District, who
is going to speak in support of the Animas-La Plata project, and
last, but certainly not least, we have the representatives of the
Southern Ute tribe and the Ute Hountain Ute tribe, the Southern Utes
being of Ignacio, Colorado and the Ute Hountain Utes of Towaoc. The
tribes will also address the members of the state water board.

To get into the most important part of it as far as the La Plata Water
Conservancy District is concerned, I plan to call upon four different
individuals to make brief presentations regarding the major points
that they feel should be called to this board's attention in con-
sideration of a priority for funding and/or construction of the
Animas-La Plata project. I will ask these gentlemen to speak to I
their points and then try to summarize some of the testimony for the
board in terms of the effects locally by the irrigator, in terms of
effects on the municipality of the City of Durango, in terms of the
Indian, or as the Indians are fond of referring to us, the nonIrtdian
water prOblem in southwestern Colorado, and then summarize this prob-
lem for the board. In order to do that Hr. Chairman, at this time

-5-
