In January 2003, the Board and the Water Quality Control Commission <br />approved Colorado Watershed Protection Fund Grant Program Guidance to implement this income tax <br />check-off program. The purpose of this memo is to request that the Board consider approval of the <br />attached revised version of this guidance for the implementation of this program in 2004 and beyond. <br /> <br />. <br /> <br />The highlights of the updated version are as follow: <br /> <br /> <br />. State's procurement requirements were incorporated in the grant payment procedure (chiefly that <br />the state can only pay for work already performed, via an invoice - no advance payments). <br />. A grant administration fee of 15% of the CWSPF spending authority (currently at $100,000 per <br />year O-.~over a portion ofthe CWCB's accounting and other administration expenses was added. <br />In additio~e CWSPF was revised to reflect payment ofthe Checkoff Colorado annual dues <br />(currently ~t $- 200 per annum) from the Fund to assist in publicizing the state's tax checkoffs. <br />.
