Headlee sent a strong telegram in support of appropri- <br />ations to continue t)1e surveys. This telegram was filed with the Com- <br />mittee. <br /> <br />Item 8 on the agenda "Report of J. G. :Yill, Secretary-General Counsel I <br />of the Upper Colorado River Co~'nissRion, concerning the status of work of. . .' <br />the Commission and of the Colorado iver Storage Project and Participating <br />Projj'lcts plan" was taken up. Mr. Will reported the progress made through <br />the unanimous agreement of the member States of the Commission on a draft <br />of a bill to approve the Colorado River Storage Project and Participating <br />Projects Plan and to authorize certain units thereof. He explained that <br />this bill was a proposal to the members of the CongressionaJ delegation <br />from Colorado, New Mexico,. Utah and Wyoming. The bill, he said, had not <br />been introduced, but the Commission had recommended that it be jointly <br />sponsored by the congressional delegations from the four states above <br />mentioned, and introduced in Congress when these delegations unitedly agre~d on <br />an appropriate time. It wa~ pointed out by 1lr. Will that the report on the Upper <br />Colorado River Basin Comprehensive plan of development of the Bureau of <br />Reclamation had not been released by the Secretary of the Interior to the <br />Bureau of the Budget. Mr. Will reviewed interviews which he had with the <br />Secretary in an effort to expedite such release of the report. He also <br />briefly reviewed the hearing which vms held by a special committee of the <br />Hcuse Committee on Interior and Insular Affairs on the Colorado River <br />Storage Plan in Salt Lake City, Utah. <br /> <br />Jean S. Breitenstein, Attorney for the Board, made a statement sup- <br />plementing Item 17 (Rio Grande Compact Suit) of the Director's report. He <br />also made a supplementary statement to Item 18 of the Director's report <br />respecting the Costilla Compact controversy. <br /> <br />The Director called attention to Item 22 of his report. This item, <br />together with Appendix D attached to the report, covers the budget request <br />which he had made to the State Comptroller, on behalf of the Colorado Water <br />Conservati~n Board, for appropriation of money for. the activities of the. <br />Colorado Water Conservation Board for the fiscal year July 1, 1952 to <br />June 30, 1953. This budget request w~s reviewed and discussed by the <br />Board. <br /> <br />It was moved by 'A. E. Headlee and seconded by John W. Beaty <br />that the budget request submitted to the State Comptroller by the <br />Director, as a basis for appropriations to finance the activities <br />of the Colorado Water Conservation Board for the fiscal year <br />July 1, 1952 to June 30, 1953, be approved. <br /> <br />I <br /> <br />The motion carried unanimously and was declared adopted. <br /> <br />Item 10 of the Agenda, "Consideration of Bill which has' been prepared <br />to take care of emergency situation with respect to the manner o~ construc- <br />tion of artesian wells", came up for conRideration. <br />
