COLORADO

Dear Dan:

The construction of Wolford Mountain fleservoir is now completed and we have completed the second
full year of operation. We are now into a period of regulated flow and a re-establishment of the stream channel
below the reservoir.

Our agreement with the Colorado Division of Wildlife and the Colorado Warer Conserva:tion Board
pursuant to our HB-1158 funding stares that we will Wl:>r1< with the ONCB in the development of the instream
flow filing below the reservoir and ultimately in the development of a cold water fishery in that reach. We are
already seeing a significant number of fishermen in the ~most I 0 miles of stream below the reservoir which have
public access. and this is expected to continue to increase as the area becomes known to more individuals.

this letter is to formally request that the ONCB initiate the process toward filing for an instream flow
below the Ritschard Dam on Muddy Creek. The District will provide support to your staff in this process.
