BASIS FOR INSTREAM FLOW RECOMMENDATION

The DOW documented that a natural enviromnent is present in the form of a cutthroat trout fishery.
Based on the DOW's biological recommendation, flows of 105 cfs, summer, and 35 cfs, winter, are
necessary to preserve the natural enviromnent to a reasonable degree. However, the winter instream
flow recommendation was reduced to 20 cfs (7/15-4/30) based on the water availability analysis. The
DOW believes the lower flow recommendation will still preserve the natural enviromnent.
. CWCB staff has conducted a water availability analysis and determined these amounts are available for

the Board's appropriation.
. CWCB staffhas determined that adequate water supplies exist such that the natural enviromnent may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
