CWCB staff met with Alan Martellaro of the Division
5 Engineer's Office on July 22, 1998, to discuss any water availability problems regarding the
proposed instream flow segments. As per the Procedures for New Instream Flow Appropriations
(Procedures), adopted by the Board in May of 1997, the attached Phase III streams are being
proposed for Board appropriation. The Board at its July 1998, meeting, formed its intent to
appropriate the attached stream segment in Grand County (see attached map). At this meeting the
proposed ISF segments were advanced to the Public Review and Comment and Board Action Phase,
or Phase III.

The public has had at least 120 days, to provide written and/or verbal comments to the Board and
staff. Please find attached any written comments received by the Board or staff during this time.
The Colorado Division of Wildlife (CDOW) and the Colorado River Water Conservation District
(see attached letter) identified this stream reach for inclusion into the instream flow program.

TECHNICAL INVESTIGATIONS

The enclosed packet of technical data forms the basis for the staffs recommendations and reflects
any changes to the instream flow recommendations as a result of the 120 day Public review and
Comment Period.

Page 1 oD
