It is staff s opinion that method 3 is the best <br />estimate of predicted average monthly flows. <br /> <br />In addition to the predicted natural flow of Tennessee Creek at the confluence with Longs <br />Gulch, the PBWW imports a significant amount of water into the Tennessee Creek basin <br />from its Ewing and Wurtz transbasin diversions (see Figure 3). The table below reflects <br />the predicted flow in Tennessee Creek upstream of Longs Gulch when you include these <br />trans-basin diversions: <br /> <br /> <br />Tennessee Creek below the confluence with Longs Gulch also receives additional <br />tributary inflow from Porcupine Gulch and St. Kevin Gulch. To determine the amount of <br />water available produced by these to tributaries staff: <br /> <br />1 Calculated what the natural flow in Porcupine and St. Kevin Gulches would be <br />using an area apportionment method based on the results of the predicted <br />Tennessee Creek flows above; <br />2 Calculated what the natural flow in Porcupine and St. Kevin Gulches would be by <br />developing a synthetic hydrograph based upon the USGS WRI 85-4086 (see <br />Figures 4 & 5); <br />3 Averaged the results from the above two methods to determine the average <br />monthly flow contributed to Tennessee Creek (see table below). <br /> <br />The following table shows the estimated tributary inflow for Porcupine and St. Kevin <br />Gulches: <br /> <br /> OCT NOV DEe JAN FEB MAR APR MAY JUN JUI. Kevin 1.8 1.1 .84 .74 .75 .80 1.8 11. 26. 12. 4.2 2.3 <br />Gulch <br /> <br />Ditch Diversion Records <br /> <br />Lucas Ditch <br /> <br />The Lucas Ditch is currently owned by the Pueblo Board of Water Works (PBWW) and <br />is decreed for 15 cfs for irrigation purposes. It has an appropriation date of 11/30/1879. <br />This ditch currently diverts water from its decreed location on Tennessee Creek, just <br />upstream of the proposed Tennessee Creek instream flow segment and at an undecreed <br />point of diversion on the East Fork of Tennessee Creek. The Table 1 below shows the <br />average monthly diversion amounts for the Lucas Ditch. This information was provided <br />to the CWCB by the PBWW (see Figure 3). According to the water commissioner this <br />ditch has the potential to divert all of the natural flow of both creeks in the late summer <br />season in some years. <br />
