<br />DrainaQe Area Correction. The drainage area on Tennessee Creek below Longs <br />Gulch is equal to 41 percent of the overall Tennessee Creek drainage basin area. <br />Therefore, the availability of water to meet instream flow requirements is equal to 41 <br />percent of the amount in the lower segment. Calculations for the drainage area <br />correction are included in Table 1. <br /> <br />Halfmoon Creek Galle Records. As discussed above, Halfmoon Creek is a <br />nearby tributary of the Arkansas River with similar drainage basin size and character. <br />Review of the long-term gage records for Halfmoon Creek indicates that a minimum <br />streamflow of 4.4 cfs has occurred during August 15 through November 30 and 1.2 cfs <br />has occurred during December 1 through May 14. <br /> <br />Field Observations. Field observations during late November and early December <br />1998 indicate that streamflows upstream of East Tennessee Creek were in the range of <br />4.3 to 4.5 cfs. These observed flows are compatible with my proposed instream flow <br />proposal of 4.4 cfs for August 15 through November 30 and 2.3 cfs for December 1 <br />through May 14. These observed flows are clearly not compatible with the CWCB's <br />proposal of 9 cfs and 7 cfs, respectively.
