<br />streamflow measurement is not indicative of the natural streamflow in East Tennessee <br /> <br /> <br />Creek above the irrigation diversion. Return flows from irrigation diversions on East <br /> <br /> <br />Tennessee Creek accrue to mainstem Tennessee Creek, as indicated by the increased <br /> <br /> <br />streamflows that were observed at the downstream measurements. <br /> <br />R2CROSS Measurement <br /> <br />Wheeler conducted an R2CROSS measurement on Tennessee Creek upstream of <br />the confluence with East Tennessee Creek. The site was located on Eagle Sky <br />Foundation property in Section 33, approximately 2,000 feet south of the north section <br />line. The site was selected at a straight riffle section that was representative of stream <br />conditions on the Eagle Sky Foundation property. A copy of the calculations is <br />enclosed. In accordance with the R2Cross criteria, the results indicate that a minimum <br />flow of 18 cfs would be adequate to meet the fishery requirements during summer and <br />as little as 1.3 cfs would be required during winter. <br /> <br />Review of Halfmoon Creek Streamflow Data <br /> <br />Halfmoon Creek is a nearby tributary of the Arkansas River with similar drainage <br />basin size and character as Tennessee Creek at the Eagle Sky Foundation property. <br />Long-term streamflow records are available on Halfmoon Creek for the period of 1946 <br />through the present. There are no diversions or transbasin deliveries of water upstream <br />of the gaging station. Therefore, in my opinion, the records for Halfmoon Creek provide <br />a reasonable estimate of streamflows for Tennessee Creek at the Eagle Sky Foundation <br />property during fall and winter when transbasin deliveries into Tennessee Creek are not <br />occurring. Gage records for Halfmoon Creek are summarized in an enclosed table. The <br />minimum streamflows on Halfmoon Creek are equal to the following: <br /> <br />May 15 - Aug 14 <br />Aug 1 5 - Nov 30 <br />Dec 1 - May 14 <br /> <br />14.3 cfs <br />4.4 cfs <br />1.2 cfs <br /> <br />3 <br />
