SUMMARY

This report is prepared as a supplement to my report entitled "Tennessee Creek
Instream Flow Appropriation", dated November 1998. Additional information is
included herein concerning an interview with the Water Commissioner and the results of
additional field investigations along Tennessee Creek. Recommendations are provided
for an instream flow appropriation, based on field observations and gaging data.

The long-time Water Commissioner on Tennessee Creek, Walt Clotworthy,
confirmed that generally all of the streamflow is diverted into the Lucas Ditch and the
Martin Holm Ditch from mid summer until September of most years. A small amount of
streamflow, as much as 2 cfs, may leak past the diversion structures, providing a small
flow in Tennessee Creek downstream of these ditches. Accordingly, less than two cfs
is available for appropriation from mid simmer (July 15) until irrigation diversions cease
in September.

On December 2, Wheeler's staff conducted streamflow measurements on
Tennessee Creek and conducted an R2CROSS calculation. The results of these
measurements were compared with available gage data for Tennessee Creek and a
nearby stream that has similar drainage basin characteristics. Based on this
information, the following instream flow amounts are recommended:

TENNESSEE CREEK TENNESSEE CREEK
BELOW ABOVE
EAST TENNESSEE CREEK EAST TENNESSEE CREEK
May 15 - Aug 14 19 cis 19 cis'
Aua 15 - Nav 30 7.6 cis 4.4 cis'
Dec 1 - Mav 14 5.7 cis 2.3 cis

.
