Evans, Acting Director <br />Date: August 19, 1998 <br />Re: Colorado River Basin Salinity Control Program, <br />1999 Triennial Review of Water Quality Standards <br /> <br />This fall the Colorado River Basin Salinity Control Forum ("Forum") will begin the process of reviewing the water <br />quality standards for salinity in the Colorado River Basin. The Federal Clean Water Act requires a review of these <br />standards every three years and the last triennial review was completed in December 1996. At its June 1998 meeting <br />the Forum decided to discuss and set the scope of the 1999 Review at its October 20,1998 meeting. Prior to that <br />meeting each participating basin state, including Colorado, has been requested to solicit comments from water users <br />and other interested parties on the appropriate scope and format of the 1999 Review, While formal scoping is not <br />required, the Forum believes that public input at the start of the review process may be beneficial. <br /> <br />The Colorado Water Conservation Board ("Board") represents the State on the Forum and at its September 21-22, 1998 <br />meeting in La Junta will develop Colorado's recommendation on the content of the 1999 Review. We request that <br />comments from interested parties be submitted to the Board in writing through Randy Seaholm and Steve Miller on the <br />Board's staff. Written comments should be received no later than September 8, 1998 so that they may be included in <br />staff's memo to the Board. Comments may also be submitted directly to the Salinity Control Forum at its October 20, <br />1998 meeting in Santa Fe, N.M. or through its Executive Director, Jack Barnett in Bountiful, Utah, However, we ask <br />that comments from Colorado interests be first submitted to the Board so that they may be considered in formulating <br />the Board's recommendation to the Forum. <br /> <br />. <br /> <br />Pending receipt of comments in response to this memo, and based on past public reaction to previous reviews, staff is <br />currently considering a recommendation to the Board that the scope, content and format of the 1999 Review closely <br />follow that of the 1996 Review. The process used in the 1996 and earlier reviews involved preparation of a draft report <br />by the Forum's Work Group, approval of the draft by the Forum, distribution of the draft pursuant to public notice and <br />a request for public commen~ two public hearings, preparation of a supplemental report to address any public comments <br />received, and fmal approval of the review by the Forum. After fmal action by the Forum each state then adopts the <br />review through its own water quality regulatory process. In Colorado the Forum's review was conSidered and adopted <br />through the Water Quality Control Commission's standards review process, <br /> <br />The previous triennial review is documented in a report entitled "1996 Review, Water Quality Standards for Salinity, <br />Colorado Basin River System", dated June 1996, a copy of that report's summary is attached for reference.
