Table 2 shows that the summer flow recommendation of 1.65 cfs is available at least 50% of the
time from March 15th through August 31". Table 2 also shows that the winter flow
recommendation of 1.2 cfs is only available at least 50% of the time from September 1" through
January 14th. The winter flow recommendation was further reduced to 1.1 cfs for the time period
of January 15th through March 14th based on limited water availability.

Precipitation Data
Staff reviewed a 10cal precipitation data set 10cated near Gunnison (see Precipitation Data in
Appendix C). Table 3 shows the water year and the percent of average precipitation recorded at
this site.

Table 3: Precipitation Data as a percentage of Average.

Elevation - 7,630
Lat 38 33 00
Long 106 55 00
Year Gunnison
1955 62
1956 352
1957 343
1958 78
1959 38
1960 90
1961 18
1962 88
1963 111
1964 32
1965 73
1966 40
Avera~e 109%

It is staffs opinion that the 11 years of stream-flow data analyzed is representative of slightly
above average water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office
(DEO) to identifY any potential water availability problems. There are no decreed surface
diversions within this reach of stream. According to the DEO, there are two decreed points of
diversion 10cated below the proposed ISF reach (Dooley Antelope Irrigation Ditch and Sunshine
Irrigation Ditch). Based on this analysis staff has determined that water is available for
appropriation on West Antelope Creek, between the headwaters and the Dooley Antelope
Irrigation Ditch, to preserve the natural environment to a reasonable degree without limiting or
foreclosing the exercise of valid existing water rights.

- 5 -
