<br />; <br /> <br /> <br />DRAFT <br /> <br />. <br /> <br />DATE <br /> <br />ADDRESSEE <br />CWCB, Rep Hoppe, Rep Brad Young, Staff Open Sp~ce committee <br /> <br />Re: Draft water banking rules in the Arkansas River <br />Basin to be promulgated pursuant to House Bill <br />1354-01 <br /> <br />Dear <br /> <br />For your consideration and comment, enclose~ please find draft Rules that I am in the process <br />of promulgating pursuant to legislation passed last ye~r to develop a pilot water banking program in the <br />Arkansas River Basin (House Bill 1354 - 01, attached~. <br /> <br />The development of this first draft is the result of numerous meetings we have held throughout <br />the Arkansas River Basin. These public meetings were been held in Buena Vista, Walsenburg, La <br />Junta, Fountain and Lamar to provide my office With.. a public perspective in the development of this.... <br />program. Further, I have met with the Southeastern Water Conservancy District, the United State~ <br />Bureau of Reclamation and to receive !their input. I will also be continuing to meet with <br />various individuals and entities over the next two mOQths as I gather final input prior to adopting these <br />rules. <br /> <br />House Bill - 1354 requires that I promulgate these rules prior to June 30, 2002 and therefore, I <br />am on an aggressive schedule to meet this deadline. . Plans now call for distribution of these draft rules <br />to all interested parties so final comments and suggestions can be provided for our consideration. <br /> <br />I sincerely invite you to provide any thoughts or suggestions you may have at this time.
